Audit and hold accountable. Governance is ineffective without both inspection and a policy of holding people accountable for security performance. Regular audits should be imposed on both internal resources and vendors, and should include scrutiny of procedural conformance, inventory accuracy and the effectiveness of data eradication processes. Audits should occur at regular intervals, and some should be unannounced. If problems are found, a formal plan for corrective action should be defined. If negligence is discovered, disciplinary action should result. Off-network security ultimately depends on the efforts of individuals, and everyone must have some skin in the game.
